Construction Skills Queensland (CSQ) is an independent industry funded body supporting employers, workers, apprentices and career seekers in the building and construction industry.

The objective of the CSQ Funding is to generally foster, promote, encourage, advance and assist in the acquisition and enhancement of the knowledge, skills, training and education of those persons employed in the Queensland building and construction industry.

Certificate 3 Guarantee


Coal Train is a Pre-Qualified Supplier under the VET Investment Program.  Certificate 3 Guarantee is a Queensland Government initiative to improve career opportunities and job prospects for Queenslanders who are eligible for enrolment.

Prospective students are only eligible for one subsidised training place in the Certificate 3 Guarantee program and completing a Certificate under this program may effect eligibility for other subsidised programs. Approximately 4 weeks depending on schedule and participants availability

Delivery Modes

The training will be a mix of face to face and work experience depending on the participant. The majority of the training will include face to face theory delivered in a classroom setting followed by practical applications in a workplace simulated environment.


To be eligible to enrol in training/assessment under the Certificate 3 Guarantee program, prospective students must:

  • Be aged 15 years or above
  • No longer attend school
  • Permanently reside in Queensland
  • Be an Australian citizen, Australian permanent resident, temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
  • Not hold, and not be enrolled in, a Certificate III or higher-level qualification, not including Qualifications completed at school

Student Contribution Fee

Concession: $10.00

Non-Concession: $20.00

To be eligible for Concession you need to meet the below criteria:

  • hold a valid health care or concession card issued under Commonwealth law, or
  • have proof that you are a partner or dependant of a person who holds a valid health care or concession card and is named on that card, or
  • are an Aboriginal or Torres Strait Islander person
  • School student and is enrolled in a VETiS program
  • Student has a disability
  • Student is an adult prisoner

Student Training and Employment Survey Requirement

Each participant will be required to complete a Student Training and Employment Survey within three (3) months of completing the Qualification. This survey will be emailed to the students to completed and send back.

User Choice

Coal Train are an approved pre-qualified supplier of User Choice Funding.

User Choice Program – 2016-2017 is funded by the Queensland Government and provides public funding towards the cost of training and assessment for Queensland Apprentices and Trainees.


To be registered as a Queensland apprentice or trainee, your workplace address must be in Queensland. Apprentices must be 13 years or older to undertake an apprenticeship or traineeship in most occupations.  Queensland legislation does apply age restrictions to particular apprenticeships and traineeships.

You must be:

  • A Queensland resident
  • An Australian or New Zealand citizen or permanent resident

Visa holders may engage in apprenticeships and traineeships provided their work rights allows this, based on information and advice provided by the Department of Immigration and Border Protection (DIBP).


RII30815 Certificate III in Civil Construction Plant Operations.


The anticipated time to complete this apprenticeship is 36 months. In some instances, the apprenticeship can be reduced. Apprentices can be employed full-time or part-time but not casual.

Delivery Modes

Training and Assessment can occur in various modes including classroom and workplace. Your Training Plan will reflect the mode of training and through discussions, your mode of training and assessment will be determined.

Student Contribution Fee

Participants undertaking an apprenticeship will be required to pay student contribution fees.  Student Contribution Fees are the non-government contribution for the cost of training and assessment services.  These fees are set at $1.60 per nominal hour for each unit of competency and are paid on behalf of the participant by their employer or another third party. Partial exemptions and full exemptions of fees are available for participants who meet one or more of the exemption categories.

Student Contribution Fees for RII30815 Certificate III in Civil Construction Plant Operations may vary according to electives selected and if there are any applicable exemptions with fees varying from $1310 to $2260.

Fee-free Year 12 Graduates is available where a participant commences an apprenticeship within 12 months of completing Year 12 and meets eligibility, they will not be charged a contribution fee for the for that calendar year of commencement.
